1. Zonal Manager - West (Office based in Montego Bay)

Reporting to the Deputy Director of Elections, the incumbent is responsible for:

  • Assisting in the recruitment and selection of staff for the Field Operations Department.
  • Monitoring the level of election preparedness in assigned regions on an ongoing basis.
  • Monitoring compliance with operational procedures established by the EOJ in carrying out the major activities –enumeration, residence verification and identification card distribution.
  • Assisting in boundary redefinition exercises as necessary.
  • Recruiting and selecting Election Day workers and Logistic Coordinators in adequate numbers for specialist constituencies
  • Logistical arrangements, accommodation and catering services for the specialist Election Day worker programme.
  • Assisting in addressing concerns raised by electors, landlords, political representatives and staff.

Required Qualification and Experience:

  • Bachelor’s Degree in Management Studies, Public Administration or equivalent
  • Minimum of three (3) years’ experience at the middle management level.
  • Experience in/knowledge of electoral process and Project Management would be an asset.
  • Must own or operate a reliable motor vehicle.

Remuneration:  $2,097,527 - $2,493,300 p.a. plus applicable motor vehicle allowance.
 

2. Assistant Returning Officer (Part-time) for the under-listed constituencies:– 

a) St. Catherine Southern
b) St. Catherine Eastern
c) St. Andrew East Central

Reporting to the Regional Manager, the Assistant Returning Officer, along with the Returning Officer, is responsible for:

  • Conducting elections and all related processes.
  • Managing the constituency and constituency office.
  • Conducting monthly constituency meetings with political party representatives to advise on EOJ’s policies and procedures.
  • Coordinating and assisting in residence verification of electors.
  • Preparing election plans, determining and confirming Polling Station locations.
  • Determining and writing descriptions for constituency, electoral and polling division boundaries.
  • Managing the process of elector surveys and all election related activities within the constituency.
  • Confirming dead electors to be removed from Voters List.

Required Qualification and Experience:

  • Bachelor’s Degree in Management Studies, Public Administration or equivalent
  • Minimum of three (3) years’ experience at the middle management level.
  • Experience in/knowledge of electoral process would be an asset.
  • Applicants should preferably be living and/or working in the constituency
  • Must own or operate a reliable motor vehicle.
